DLC Formally Promulgates the Latest Technical Requirements Table V3.0
The latest Technical Requirements Table V3.0 was formally announced.
As a concurrently-vaild version with V2.1, the latest Technical Requirements Table V3.0 was formally announced by DLC on Jun 24, 2015.
Meanwhile, DLC will hold a Chinese webinar on Jul 1, 2015, 9:00 am (BJT) to interpret new standards and new policies specified in V3.0.
V3.0 Timetable
A: V3.0 shall apply to the application from now on. DLC's website database and QPL inquiry function have been updated to reflect new product classification structure.
B: Since Aug 28, 2015, V3.0 shall apply to all applications and before that, V2.1 is still valid. However, the final requirements for the classification and parameters shall be subject to V3.0.
C: After Mar 25, 2016, the listed products failing to comply with V3.0 should be removed from QPL. Before that, such products are still available in QPL. 270 days are given for the transition from the date when the new standard is issued to the date when the non-conforming listed products are disqualified.
D: Before Feb 19, 2016, the listed replacement LED lamps and interior lamp panel replacements should be applied with DLC for update in accordance with the new application type stipulated in V3.0.
New Changes
A: 37 product categories defined in V2.1 are integrated into five product categories in accordance with different application situations: Outdoor Luminaires, Indoor Luminaires, Outdoor Retrofit Kit, Indoor Retrofit Kit and Replacement LED Lamp. The products are graded based on luminous flux. The higher the luminous flux is, the higher requirements for luminous efficiency should be met.
B: The application for special lamps is eligible without requirements for light distribution, but excluding the application for Premium classification. Such product category should be applied upon DLC's assessment and confirmation.
C: Lamps and retrofit kits are divided into two classifications -- Standard and Premium, while the LED Lamps are just subject to Standard classification. The requirements for the luminous efficiency and quality assurance of Standard classification are similar to that stipulated in L70 and the prevailing V2.1. The requirements for the luminous efficiency and quality assurance of Premium classification will be much higher. Products seeking qualification in the DLC Premium classification will be required to pass an L90 > 36,000 hours. Furthermore, the Thermal Profile (at Tc location) Test Report should be issued for LED drivers and the Tc value shall not exceed the critical temperature defined by the manufacturer.
D: As long as the requirements specified in V3.0 for different kinds of lamps are met, the same model is eligible to apply for several subcategories under a main product category.
E: The safety certificates should be issued for all categories of products.
F: The requirements for the life of all product categories should be unified as 50,000 hours.
Classification of LED Lamps based on UL Standards
Type A The LED lamp that can be used to replace the fluorescent lamp directly. In accordance with UL1993 and UL8750, it should be tested when connecting to the reference ballast (electronic).
Type B The LED lamp that can be used to replace the fluorescent lamp after its circuit is converted (generally bypassing the ballast). Refer to the following standards: UL1993, UL8750 and UL1598C.
Type C The LED lamp with external LED driver assembled to the fixture by the factory, which is generally deemed as the component application. Refer to the following standards: UL1993 and UL8750.
